I haven't try on the program yet, so my comment is based on my understanding.
First, u must understand the system. There are 2 signals to control the motor: O2 and TPS. TPS is instataneous signal before engine responses while O2 is a result of engine burn-out.
These 2 signals is for making decision of motor position but there are time lag (that's why it's called close loop or feed back).
The purpose of this page setting is for car that have different time lag between the 2 signals which varied among cars because different installations.
Example: When u stop on signal your engine is idle the O2 says lean the TPS is closed, the 2 signals correspond each other. Then at green light u rushed off with lots of throttle TPS says open O2 is lean so open motor fast. After a few seconds (depends on different cars) TPS still says open but O2 says rich .. close motor ... motor begin to close to make it green. Then in a sudden u have to stop u lift off your foot TPS which say close but O2 just become green it says opennnn.... now they are contradicted, motor.. listen to which. If time lag is set then the program will know who to listen to.
The setting purpose is to reduce confusion of controlling, thus reduce the swinging amplitude so u can run your car as u want. The setting depends on the installation of each components and also the way u drive.
